Village of Almond Board Meeting November 13, 2017 Members present: B. Roehrborn, J. Riggenbach, S. Bunders, R. Burns, K. Olsen Visitors present: Art Pagel, Dan Folan, Robert and Joan Rohde. President K. Trzebiatowski called the Village Board Meeting to order at 7:00 pm. J. Riggenbach made a motion, seconded by B. Roehrborn, to approve the October meeting minutes. Motion carried 4-0. B. Roehrborn made a motion, seconded by S. Bunders to approve the Treasurer’s Report. Motion carried 5-0. Finance: K. Olsen made a motion, seconded by B. Roehrborn, to approve the November disbursements. Motion carried 5-0. Fire: No report. Properties: Lagoon clearing for fencing will be finished up in spring. B. Roehrborn made a motion, seconded by K. Olsen to NOT have fencing installed between the pipes for the drainage field. Motion carried 5-0. Public Works: J. Riggenbach attended the LRIP meeting on October 23. The Village could receive a $12,000 matching grant for a new construction, repaving type of road project, however the application deadline is November 20, 2017. We have no project of this type in the works at this time. Tarps have been ordered for the co-mingle recycle dumpsters. The old ones caught the wind like a parachute. The new ones are mesh to let the wind blow through but contain the debris. R. Burns made a motion, seconded by K. Olsen, to charge a 10% penalty on all delinquent sewer bills that will be transferred to the Real Estate taxes (as per WI S. S. 66.0809). Motion carried 5-0. Equipment: The costs for used Sewer Water Jet cleaner is between $30,000-$40,000. A new one is $48,000-$60,000. A Continuous Rod Machine costs $60,000. Flow Rite charges $1/foot for jet cleaning the sewers without filming. The clutch on our current machine was rebuilt and works better than ever, but they still don’t make parts for this model. The new steel for the plow truck box is welded and the first coat of rust-converting paint has been applied. Lease of 1998 Caterpillar 938F for snow removal, $1650.00 per month from November 15, 2017 through April 15, 2018 from Pagel Construction Company, Inc. To adjust for approximately 30 gallons of fuel not in the tank on delivery, the Village will pay $1600.00 for the first month of the lease. B. Roehrborn made a motion, seconded by S. Bunders to sign the lease agreement with Pagel Construction Company, Inc. Motion carried 5-0. Ordinance/Personnel: K. Olsen made a motion, seconded by R. Burns, to remove “12. Resides within the Village of Almond” from the Clerk’s Job Description. Motion carried 4-1. J. Riggenbach made a motion, seconded by B. Roehrborn, to approve the Clerk’s Job Description. Motion carried 5-0. J. Riggenbach made a motion, seconded by S. Bunders, to appoint Heidi Iwanski as Clerk to finish Jackie Lemke’s term. Motion carried 5-0. B. Roehrborn made a motion, seconded by S. Bunders to adjourn to the Budget Hearing at 8pm. Motion carried 5-0. After discussion, Robert and Joan Rohde approved the 2018 Budget. B. Roehrborn made a motion, seconded by S. Bunders to go back to regular session. Motion carried 5-0. K. Olsen made a motion, seconded by J. Riggenbach to adopt the 2018 Budget. Motion carried 5-0. K. Olsen made a motion, seconded by J. Riggenbach to approve Dan’s Insurance Reimbursement Package of up to $5500/year. Motion carried 5-0. K. Olsen made a motion, seconded by S. Bunders to make the Insurance Reimbursement Account ID a subset of the Garage Account ID. Motion carried 5-0. Zoning: Remodel permit issued to the Riggenbach’s for a furnace and hot water heater. Cemetery: R. Burns made a motion, seconded by R. Roehrborn to move $6000 from CD 4019 when it comes due on 1/24/18 and put the remainder into a CD that will mature on 1/24/20. Motion carried 5-0. Beautification: No report. Keith Bradley will be the new Planning Commission member. The Attorney will be charging $185/hour starting in 2018. Starting in March, Plover will be the primary responder unless they are already out, then we will be served by Stevens Point, as we are now. The Almond-Bancroft school found a rusty bleeder valve in the gravel pit drainage area. This was replaced and it should have solved that drainage problem. Waiting on the Attorney for next move on the Fay property. To get info put onto the Village of Almond website, simply send KT an email. B. Roehrborn made a motion, seconded by K. Olsen to opt out of the Census Bureau Local Update of Census Addresses (LUCA). Motion carried 5-0. Next Board Meeting: Monday December 11, 2017 at 7pm. K. Olsen made a motion, seconded by S.
