Minutes of Mar. 12th Meeting Corrected & Amended

Village of Almond Board Meeting March 12, 2018 Members present: J. Riggenbach, B. Roehrborn, S. Bunders, R. Burns Visitors present: Dan Folan President K. Trzebiatowski called the Meeting to order at 7:02pm J. Riggenbach made a motion, seconded by B. Roehrborn to accept February’s minutes. Motion carried 4-0. B. Roehrborn made a motion, seconded by S. Bunders to accept the Treasurer’s Report. Motion carried 4-0. B. Roehrborn made a motion, seconded by S. Bunders to amend October 2017 minutes to strike out the Cemetery report line in the budget. Motion carried 4-0. Finance: J. Riggenbach made a motion, seconded by B. Roehrborn to approve the March disbursements. Motion carried 4-0. *R. Burns made a motion, seconded by B. Roehrborn to cash in the $1000 Sewer CD and deposit into the Sewer Money Market account. Motion carried 4-0. *B. Roehrborn made a motion, seconded by S. Bunders to decline an offer by the auditors for a presentation. Motion carried 4-0. Fire: The UTV is receiving upgrades and it is hoped to be received by mid-April. Plover is hoping to begin ambulance service on April 2nd. Equipment: Lawnmower from Riester and Schnell. We have been given a few options and estimates. Al Mehne from Caroline will be providing us with an estimate on used, leased (700 hours) and new machines. Our current lawn mower has over 2100 hours. Plow truck had a main hydraulic line wear through. Dan Folan and Time Grosskopf have repaired the line. Public Works: No report Properties: Toilet in the municipal building was loose. Dan Folan replaced the wax ring, but the flange was bent. If it comes loose again, the flange will need to be replaced. Ground rod for the fuel tanks is in our possession. When the ground softens, it will be installed. Ordinance/Personnel: A Personnel Committee meeting was held on February 21st to discuss employee handbook revisions. *The Chairmen of the Personnel and Finance Committees were explaining how the hours and the rate of pay for the Clerk’s hourly wage were determined. It was explained how the wages of the salaried Clerk were added together and then we increased the amount to $13,000. The Clerk disputed the amount that was included in the minutes of the joint meeting and the budgeted amount. It was explained that the Clerk’s job was a 20 hour a week position. That if it went over that hourly amount, the Clerk could close the office to make the overage work with the allotted time. This discussion was because of the January time sheet that showed the Clerk went over the hourly time limit for the week/weeks. The Clerk responded in an unprofessional manner, after which a board member responded in kind. The Clerk then handed the Village President a per-typed letter of resignation, effective immediately. The Village Treasurer was asked by the Village President to take a copy of the resignation letter to the bank to remove H. Iwanski from the Village bank accounts. Heather Burns, Village Treasurer took minutes for the remainder of the meeting by request of the Village President. There was discussion on appointing a temporary clerk for a specified term versus hiring a clerk. R. Burns made a motion, seconded by B. Roehrborn that the Village President can accept an application and appoint a temporary clerk. Motion carried 4-0. The committee is requesting an electronic copy of the Village of Plainfield’s employee handbook. K. Trzebiatowski stated there was nothing new to report on the Jerry Fay property at this time. K. Trzebiatowski will deliver a plaque to K. Stucker for years of service to the Village Board as soon as possible. K. Trzebiatowski has received a letter from American Legal regarding updating our Village Ordinance books. He will look into proper procedure to update the books. Zoning: D. Folan reported that one building permit has been issued for Liberation Farms. Another permit is out with homeowner, but not yet returned. Cemetery: K. Trzebiatowski states he is looking for a person to assist with grass cutting in the cemetery. Beautification: No report. K. Trzebiatowski reported that a copy of the Well Water Report will be on file in the Village Office for anyone interested. Discussion was held on a T-Shirt advertising proposal. The Village Board decided not to pursue. K. Trzebiatowski states that he has been look for a new building inspector for the Village. One person he spoke with would be available by mid-summer. Another potential candidate may be able to help us out until the end of the year. Next meeting: Monday, April 9th, 2018 at 7pm. S. Bunders made a motion to adjourn, seconded by B.
