Village Board Minutes 10-9-2017

Members present: B. Roehrborn, J. Riggenbach, R. Burns, S. Bunders, K. Olsen, K. Stucker Visitors present: Art Pagel and Dan Folan. President K. Trzebiatowski called the Public Hearing to order at 7 pm. After three calls and no comments from the visitors, B. Roehrborn made a motion and seconded by J. Riggenbach, to take the recommended Zoning Ordinance revisions to the Village Board for approval. Motion carried 6-0. K. Olsen made a motion, seconded by B. Roehrborn, to adjourn the Public Hearing. Motion carried 6-0. President K. Trzebiatowski called the Village Board Meeting to order at 7:10 pm. K. Olsen made a motion, seconded by K. Stucker, to approve the September meeting minutes with a revision in the Nick from Harter’s section, changing October to November. Motion carried 6-0. B. Roehrborn made a motion, seconded by S. Bunders to approve the Treasurer’s Report. Motion carried 6-0. Art Pagel: Here to discuss two topics- 1. There is grass that is very hard to mow in the Right of Way on Elm Street. He was wondering if this could be leveled out to improve the ability to properly mow this grass. 2. There have been flooding concerns at several citizen’s homes on the West end of Elm Street. Art has come as a spokesperson for these citizens to discuss possible solutions to this drainage issue. It was revealed that the School is also having water drainage issues when the heavier rains fall. They plan on getting camera footage down their 16’ pipe. As this could be a contributing factor to the mass of water the Homeowners are experiencing, it was decided to get feedback from the School on this problem and what their camera found. K. Olsen made a motion, seconded by B. Roehrborn, to approve the October disbursement. Motion carried 6-0. Finance: No report. Fire: The new defibulators are in service and the old ones will be placed at the Lutheran Church, the 7th Day Adventist Church, the Methodist Church and the Legion Hall. Each recipient will receive training but they are ultimately responsible for maintaining the machine. There will be an Open House at the Fire House on Friday, October 27th from 4-7pm. Activities include fire extinguisher demos, cutting a car in half, free hotdogs and games. Properties: No report. Public Works: LRIP meeting October 23rd at 7pm. J. Riggenbach will attend to bring information back on the Local Road Improvement Plan. Monitoring Well Depth Indicator has not been working right. It is 22-23 years old. A new one is $495.00. K. Olsen made a motion, seconded by J. Riggenbach to purchase a new Monitoring Well Depth Indicator for $495.00. Motion carried 6-0. The costs for used Sewer Water Jet cleaner is between $30,000-$40,000. A new one is $48,000-$60,000. A Continuous Rod Machine costs $60,000. Costs to use a service have yet to be determined. Ordinance/Personnel: J. Riggenbach made a motion, seconded by B. Roehrborn, to approve the revisions to the Zoning Ordinances as proposed by the Planning Commission. Motion carried 6-0. Wages were discussed the Joint Personnel/Finance Committee meeting held Sept. 13. The Clerk’s wage was recommended to be $12.50/hour to start, with a possible 6-month increase, effective January 1, 2018. B. Roehrborn made a motion, seconded by S. Bunders, to accept the recommendation that the Clerk’s wage start at $12.50/hour. Motion carried 6-0. Other wages to change include the Cemetery mower- $10/hr., Gene- $11.50/hr., Pat- $10.50/hr., Doug- $11/hr., Ed-$16/hr., and Randy- $12.25/hr. J. Riggenbach made a motion, seconded by K. Olsen to accept the wages that the Personnel and Finance Committees recommended, effective January 1, 2018. Motion carried 6-0. Equipment: New steel is here for the plow truck box. It just needs to be welded. Zoning: Permit issued to N. James Burns and Sons for an addition to their fertilizer shed. Cemetery: To help budget constraints of the cemetery, it will be merged into the Village account and become a line item on the yearly budget. Beautification: No report. B. Roehrborn made a motion, seconded by J. Riggenbach, to collect metals all year long at the Collection Site. Motion carried 6-0. Newsletter items of interest need to be in by November 13th for the January mailing. B. Roehrborn made a motion, seconded by J. Riggenbach, to advertise for the Clerk position in the Waushara Argus with an application deadline of October 27, 2017. Motion carried 6-0. Budget meeting: Thursday October 19, 2017 at 6:30 pm.
